The 4th China-ASEAN Expo (CAEXPO) will be staged in Nanning, China on October 28 - 31, 2007.
To facilitate your participation in this CAEXPO, the China-ASEAN Expo Secretariat complies this China-ASEAN Expo Exhibitor’s Guidebook (hereinafter referred as “Guidebook”) for your references for participation in the CAEXPO as exhibitors.  Should you have any questions or requests, please contact the China-ASEAN Expo Secretariat, and you will have our prompt response.

VI. Exhibition Contents
3,000 international standard booths will be set up (2,500 indoor booths and 500 outdoor ones) for 4 pavilions/themes, namely, the Pavilion of Commodity Trade, the Pavilion of Investment Cooperation, the Pavilion of Agricultural Applicable Technology and the Pavilion of Cities of Charm.

The Ministry of Science & Technology of China will organize to the 4th CAEXPO selected exhibitors in fields including agricultural planting & animal husbandry technology, agricultural produce intensive processing technology, agricultural bio-technology, modern agricultural equipment, etc.
IV) Pavilion of Cities of Charm
China and the 10 ASEAN choose respectively one (1) harbor city as their own City of Charm of the 4th CAEXPO, to comprehensively showcase the city images, and particularly, the business opportunities for cooperation in harbor development planning & related policies, harbor cooperation projects, logistics service, harbor IT, advanced harbor equipment, developing of new shipping routes, etc.
◆ Highlight: The China-ASEAN Port Development & Cooperation Forum will be held concurrently with the 4th CAEXPO, which will invite representatives from the leading port groups of China and the 10 ASEAN countries, investors and operators of international ports, large shipping companies, logistics enterprises and ship building & repair companies, harbor logistics IT enterprises, and harbor equipment manufacturers, to meet with ministers of communications/transportations, mayors of Cities of Charm and pool wisdoms for harbor cooperation and development.

The Center is open for on-site administration, service and coordination at the CAEXPO venue, whose subordinate service providers will help in booth setup, access to water and electricity supply, exhibition equipment leasing, loading/unloading and storage of exhibits, business services, internet access, printing & photocopying, telephone & fax, interpreting/translating and protocol services, etc.

Chapter III  Notes for Exhibitors
I. How to apply for an Exhibitor Pass

I) Principles
(I) The Exhibitor Pass is good for the exhibitor himself/herself only. No transferring of the pass is allowed.
(II) 3 Exhibitor Passes per standard booth will be issued for Chinese exhibitors; while needed number of passes will be issued to exhibitors from outbound China free of charge as requested. 
(III) Exhibitors are encouraged to apply for their Exhibitor Passes in advance. Those who have not made the applications in advance may go through related formalities at the CAEXPO venue by presenting the needed materials/documents before the inauguration of the CAEXPO.

II) Procedures
(I) Group exhibitors: Application for passes shall be made by group organizers.  The pass administrators of the designated reception departments in Guangxi will provide assistances in pass applilcation, obtaining and delivering.
(II) Individual exhibitors: Please log on the Participant Information Platform at http://www.caexpo.org, the CAEXPO official website for on-line application, and obtain your pass via the Green Channel at the On-site Pass Center by presenting your valid ID/passport.
(III) On-site pass issuing: Free on-site pass issuing service will be provided for exhibitors at the On-site Pass Center during the CAEXPO. By presenting your valid ID/passport and Booth Confirmation of the 4th China-ASEAN Expo, you may obtain your pass upon filling in needed forms and taking photos.
(IV) Pass issuing at hotels: During the CAEXPO, free pass issuing service is also available at the hotels for exhibitors from outbound China. By presenting your valid ID/passport and Booth Confirmation of the 4th China-ASEAN Expo, you may obtain your pass upon filling in needed forms and taking photos.

III) Needed materials/documents for pass-issuing
(I) For pre-CAEXPO pass application: please provide your recent passport e-photos (240×320 pixels, in JPG format), personal information (full name, passport number, name of company/organization and address, description of major exhibits) and the serial number of your CAEXPO Booth Confirmation.
(II) Hotel/On-site pass-issuing: please provide your Registration Form for Pass Issuing, photocopy of your valid ID /passport, business card and your CAEXPO Booth Confirmation.
(III) The exhibiting enterprises may obtain the Exhibitor Passes upon paying their due exhibition fees and undergoing relevant examiniation and inspection of the Exhibition Administration Department under the CAEXPO Secretariat.
II. Regulations on Booth Setup & Dismantlement
Article I For booth setup and dismantlement, contractors involved shall present their valid CAEXPO Contractor Passes and complete related tasks within the period set by the CAEXPO Organizing Committee.
Article II Explosives, inflammables and radioactive substances are prohibited into the exhibition halls. Should there be any special need for these articles, the exhibitors concerned shall submit application and detailed information to the Security Office under the CAEXPO Secretariat prior to the inauguration of the CAEXPO. The articles are allowed at the designated sites only with the approval of the Office.
Article III The maximum load of a booth shall be within the limit of bearing capacity of the exhibition halls. (Please refer to Chapter Five for the Technical Facts of the Exhibition Halls.) The vertical projection of the exhibits and the decorative articles shall not exceed your booth. The maximum height of the booth decoration is 6.5m, and those that are higher than 4.5m should be less than 2/3 of the total area of the booth.
Article IV Without approval, exhibitors are not allowed to dismantle, amend, destroy or deface the existing buildings or all permanent facilities. The floor and walls as well as the wall panels of shell schemes shall not be nailed or holed. For transport inside the exhibition halls, the carts with rubber or nylon wheels are requested.
Article V Without approval, exhibitors shall not remove the leased standard in-booth facilities or electrical appliances out of the booths.
Article VI Cooking with electrical appliances are prohibited inside the exhibition halls.
Article VII Exhibitors shall be abided by the Regulations on Fire Prevention in the Exhibition Halls formulated by the CAEXPO Organizing Committee (Please refer to Article VIII for details). The measures for correction and improvement put forward by competent departments of the Organizing Committee shall be implemented immediately.
Article VIII Exhibitors shall observe the Regulations on Power Safety in Exhibition Halls (see Article IX. of this Chapter) for safe booth construction.
Article IX Exhibitors, designers and contractors of the custom-built booths, before starting their work, shall sign the Safety Guarantee for Custom-built Booths (Form II of Chapter Four) with the CAEXPO Organizing Committee. The exhibitors, designers and contractors concerned shall bear the consequences caused by inappropriate design and construction of booth.
Article X Exhibitors who need to custom-build the booths, lease exhibition equipment or need power supply, shall go through related procedures with the General Contractor for Main Venue of the CAEXPO. If related applications for leasing the exhibition equipment (please refer to Part I of Chapter Six for rentals) are submitted before Spetember 28, 2007, relevant surcharges will be exempted; if the applications are provided between September 29 to October 18, 2007, 30% of the surcharges are requested, and for the applications provided between October 19 to October 27, 50% of surcharges are collected. To ensure that the timely delivery of exhibition equipments, please submit your applications for leasing before September 28, 2007. For on-site applicants, due to the limit of storage, priority will be given to those exhibitors at standard booths on first-come-first-serve basis.

 III. Booth Specifications & Standard Equipment
Shell Scheme: Each booth (9sqm. 3m×3m) is equipped with one (1) fascia board, three (3) sides white laminated walls (booths at corners are equipped with 2 walls and 2 fascia boards), information counter×1no., folding chairs×2nos, short spotlights×2nos, 5A/220V socket×1no., waste paper basket×1no. and carpeting.
Net Space: No equipment is included.

IV. Application for Setup of Custom-built Booths
I) Documents required
The exhibitors who need to set up custom-built booths on net space or the designers and contractors they authorize, shall provide the Exhibition Administration Department under the CAEXPO Secretariat with the documents as follows before September 23, 2007.
(I) Application Form for Net Space Decoration in Chapter 4 is requested in two original copies.
(II) Design and construction plans, including layout plan, elevation drawing, side drawing, color 3D drawing, circuit diagram, booth planning, technical data of booth decorative materials, in two original copies.
II) Contractor Pass Issuing
Booth Contractor shall provide the Exhibition Administration Department under the CAEXPO Secretariat with the documents as follows before October 18, 2007.
(I) Photocopy of business license of the Contractor (with seal)
(II) Safety Guarantee for Custom-built Booths (with signature and seal) (see Form II of Chapter Four)
(III) List of ID Cards of Workers and photocopies of their ID Cards (see Form III of Chapter Four)
(IV) Photocopy of Booth Confirmation of the 4th China-ASEAN Expo
The CAEXPO Organizing Committee will verify the documents submitted, and will deliver the feedback form (the Return Receipt on Custom-built Booths) to the applicants by Fax. CAEXPO Passes for Contractor will be thus issued to qualified contractors. Those who fail to meet relevant requirements for pass-issuing, shall make amendments in line with the suggestions mentioned in the feedback form accordingly. (For details concerning delivering of Contractor Pass, please refer to IV(III) of this chapter.)

III) Cleaning of Custom-built Booths
Exhibitors of custom-built booths or their entrusted contractors shall pay deposit to the CAEXPO Organizing Committee for booth cleaning before starting booth setup. Upon the closing of the 4th CAEXPO, exhibitors shall remove all the articles they bring in (including exhibits, materials for ornament and decorative purposes, carpeting, etc.) out of the exhibition halls.  And during dismantlement and transporting, exhibition space and facilities in the exhibition halls shall not be destroyed or defaced. Upon the conclusion of booth dismantlement on November 1, 2007, exhibitors shall go through related procedures with the CAEXPO Organizing Committee for deposit refunding. Upon examination and verification, the CAEXPO Organizing Committee will refund relevant deposit. Should any leftovers found in the booths, the deposit will be used for booth cleaning and will not be refunded.
Deposit: RMB1000/36sqm, and this payment is also applied to the space less than 36sqm.

V. Administration Rules on Booth Construction

I) Setup and re-design of standard booths are taken care of by the General Contractor of the Main Venue of the 4th CAEXPO.

 II) The CAEXPO Pass for Contractor for booth setup is requested. The Pass shall not be altered, duplicated, lent, transferred or speculatively sold out. Construction tasks undertaken outside the booths are prohibited.
(I) The CAEXPO Pass for Contractor shall be applied for and obtained free of charge by group organizer, exhibiting enterprise or his/her contracting company, and will not be delivered directly to individual contractor.
(II) The CAEXPO Pass for Contractor is issued against confirmed standard booths and verified custom-built booths. (Please refer to III (II) of this chapter for detailed requirements for CAEXPO Pass for Custom-built Booth Contractors.)
(III) The CAEXPO Pass for Contractor and the Exhibitor Pass will both be issued to exhibitor. Two (2) CAEXPO Passes for Contractor are issued for each standard booth, and 3 Passes for each 9sqm of custom-built booth.

III) The verified design & working plans for booth setup shall not be altered or amended without approval. In case of needs for alternation or amendment, the exhibitor concerned shall get permissions from the Exhibition Administration &Customer Service Center under the CAEXPO Secretariat.

IV) Booth setup shall strictly follow the safety regulations and other relevant rules of the CAEXPO, to ensure personal and project safety.

V) The set-up booths should undergo relevant examination and verification of the security departments of the Organizing Committee before putting into use.

VI) The Exhibition Administration &Customer Service Center under the CAEXPO Secretariat is the supervisor upon booth construction projects, who takes care of surveillance, inspection and administration over booth construction, and will impose punishment to the violators over the above rules and regulations. All consequences caused are borne by the violators.

VI. Booth Uses & On-site Exhibition Administration Measures

I) Entry & Exit of Exhibition Halls
(I) All personnel concerned shall present their valid Passes when entering and leaving the exhibition halls.
(II) Entry of inflammables, explosives and radioactive substances are prohibited.
(III) Exhibiting enterprises are requested to provide the CAEXPO Secretariat with description and quantity of their exhibits prior to the inauguration of the CAEXPO, and shall showcase the exhibits within the quantity limit as specified in the Booth Confirmation of the China-ASEAN Expo (hereinafter referred to as the Booth Confirmation). Should any alternation and admendment occurred, the exhibitors shall re-confirm with the CAEXPO Secretariat before October 11, 2007.
(IV) Exhibits are subject to security check before entering exhibition halls, and those that fail to pass the check are prohibited into the halls. Only exhibits with consistent descriptions and quantities as shown in the Booth Confirmation are allowed into the halls for display.
(V) Exhibits shall be transported to the booths within the period of booth setup. During exhibition, entry of exhibits is not allowed.
(VI) Enterprise exhibitors shall follow the regulations stipulated by the Organizing Committee for booth dismantlement. No dismantlement before the closing of the CAEXPO is allowed.

II) Administration on Booths and Net Spaces
(I) The booths of the CAEXPO are for the use of exhibitors who pass the formality of quality inspection, re-check and have been filed for records. The title of an enterprise as exhibitor shall be consistent with that in the CAEXPO Booth Confirmation as well as on the fascia board of its booth, and no reselling, speculative selling, transferring and re-renting booths is allowed. Should the user of a booth be inconsistent with the exhibitor indicated on the fascia board, the exhibitor is deemed to have transferred illegally or re-rented his/her booth. It includes:
1. Transferring the booths to other companies in the name of joint ventures.
2. Transferring the booths to his/her suppliers, business partners or nominal branches of the head office.
3. Signing contracts with a third party in the name of non-exhibitors (the companies that have not passed the formality of qualification examination and re-check for records).
4. Transferring the booths to other companies in the name of lending.
5. Exchanging booths with other exhibitors without approval of the Organizer.
6. Collecting high booth rentals from his/her suppliers, business partners for sharing the booth.
7. Other transferring or re-renting/re-selling of booths that are against the rules.
Subsidiary companies are allowed to participate in the CAEXPO as exhibitors in the name of their headquarters or group corporations (hereinafter referred to as Headquarters) and use the booths arranged for the Headquarters. The subsidiary companies may apply for undergoing the formality of qualification examination and re-check for records in the name of their Headquarters.

(II) Exhibits shall be consistent with those illustrated in the Booth Confirmation.

(III) Exhibiting enterprises are requested to present their Booth Confirmations and other related documents including company licenses (photocopy) for participation. And cooperation with CAEXPO staff members in on-site inspection is expected.

(IV) Exhibitors and other participants are not allowed to occupy the public places (including stairway, aisles, etc.) for storing exhibits, samples or other articles.
The exhibits or articles laid outside booths will be confiscated temporarily by the competent administrative departments. Those that are verified to be qualified products by quality control departments will be returned, while those confirmed as counterfeits will be destroyed by the industrial and commercial administrative departments. The owners of conunterfeits shall also bear the loss and costs thus caused due to the violation of this rule.

(V) Exhibitors are not allowed to set up advertisement by themselves at the public places, neither conduct the activities that would negatively influence the order in the exhibition halls, including distributing promotion/publicity materials outside their booths, making noisy promotions or conducting unfair competition.

(VI) Exhibitors are requested to well take care of their exhibits. Each day before the close time, the exhibitors shall store their exhibits in the cabinets, and the valuable articles should be stored in safe places and guarded by designated personnel. The CAEXPO Organizing Committee arranges 24-hours security staff for each pavilion, however, it will not bear the possible loss or destroy of exhibits.

III) Administration on On-site Retail
The exhibits of ASEAN countries that will not be re-transported out of China are allowed to be retailed in the exhibition halls with approval of the CAEXPO Secretariat. Other exhibitors shall not retail their exhibits on the site, otherwise, the exhibits will be confiscated.

IV) Protection of Intellectual Property Rights (IPRs)
Exhibitors shall not showcase or sell counterfeit products and trademarks, neither shall they infringe upon patent rights or any other intellectual property right.
According to the Measures for the Protection of Intellectual Property Rights during Exhibitions, which is jointly formulated by the Ministry of Commerce of China (MOFCOM) and other departmental authorities, the CAEXPO Secretariat will accept the on-site complaints filed by right holders, and may suspend the showcase during the CAEXPO of the exhibits that are suspected to have infringed upon others’ IPRs.
For the purpose of filing a complaint, right holders are required to provide the documents as follows:
(I) Legal and valid certificate of IPRs ownership.  In case of  patent rights, the Patent Certificate, the Patent Specification, the ID Certificate of patent owner and the Certificate on Legal Status of Patent Rights are required; in case of trademarks, the evidential document on trademark registration as signed by the complainer, as well as the ID certificate of the trademark owner are required; in case of copyrights, the certificate of copyright ownership as well as the ID certificate of the copyright holders are required.
(II) Basic information on the party that is suspected to have infringed upon the IPRs.
(III) Reasons and evidences for the suspicion of IRPs infringement.
(IV) In case of a complaint filed by an agent, the Letter of Authorization concerned shall be provided.

V) Protection of Consumer Rights
Exhibitors and other participants shall not showcase or retail counterfeit products at CAEXPO venue.
(I) The on-site office of the industrial and commercial administrative department will provide services concerning consumer rights of CAEXPO participants at the venue.
(II) To safeguard the legitimate rights of purchasers and visitors of the CAEXPO, competent departments for product quality control, in line with the Product Quality Law of the People's Republic of China, will set up a on-site working group to inspect and supervise the product quality of exhibits. The exhibits and samples that are suspected to have quality problems will be tested on the site, and those do not pass the tests will be confiscated immediately.
(III) According to the Pharmaceutical Administration Law of the People's Republic of China, showcase of medicine or medical equipment without valid file number of approval are prohibited, neither is the showcase of medicines and medical equipment in the name of individuals. On-site retail of medicines or equipment is also prohibited, and violators will have their products confiscated immediately by competent departments.

VI) Punishment
The CAEXPO Secretariat will impose punishments accordingly to the violators of the above regulations, which includes warning, detaining temporarily or confiscating the exhibits or samples, force closing the booths and annuling the exhibitor’s qualification.
For those enterprises or individuals that violate the laws and regulations of China, the CAEXPO Secretariat will reserve the right of resorting to the law enforcement departments for legal actions.

VII) The rights of interpretation to these Measures are reserved to the China-ASEAN Expo Secretariat.

VII. Administration Rules on Publicity/Promotion Materials

I) Publicity materials of all kinds on the CAEXPO (including journals, catalogues, special editions, collections, newsletters, newspapers, audio & video products, e-publications and other publicity materials that are printed in the name of the CAEXPO, and distributed during the CAEXPO) are under the administration of the Publicity & Information Division (hereinafter referred to as the Publicity Division) under the CAEXPO Secretariat.

II) The publicity materials on the CAEXPO are allowed to be distributed during the CAEXPO only when complying with the regulations as follows and obtaining verifications for approval of the CAEXPO Secretariat:
(I) The contents of publicity materials shall focus on social life, economy, scientific and technological development and culture of China and the ASEAN countries. Titles of the publicity materials must be in conformity with their contents.
(II) The editing and printing organization must be clearly indicated in all publicity materials (jointly editing or printing must be noted as well). Words which easily cause misleading or misunderstanding, such as “prestigious and excellent,” “famous,” or “best,” etc., shall not be adopted to name a publicity material. The contents of the articles and pictures, as well as the advertisements, patent or copyright involved thereafter, must comply with the relevant provisions of China. In case of any intellectual property infringement, the editing and printing organization concerned shall bear the legal liabilities accordingly.
(III) For publicity materials to be distributed during the CAEXPO, the exhibitors shall assign particular personnel, at the designated sites, to give out the materials free of charge. Publicity materials may not be sold in any way.
(IV) Publicity materials used exclusively for the CAEXPO shall be edited, printed and issued uniformly by the CAEXPO Secretariat.
(V) Without the permission of the CAEXPO Secretariat, neither organization nor individual may solicit the contributions or advertisements in the name of the CAEXPO, make the cover and/or backcover of any publication or publicity material with the Chinese or English wordings of “China-ASEAN Expo” (including acronyms), or use the emblem and logo of the CAEXPO.

III) Except for those uniformly edited, printed and issued by the CAEXPO Secretariat, all publicity materials must undergo relevant formality for approval and being filed for records in line with Article 2 mentioned above and the requirements as follows:
(I) The applicant must be an editing and printing organization with a legal person status. In case of jointly edited and printed by more than one organization, the parties involved shall submit an agreement on the joint editing and printing, in which the duties and obligations of each party are specified.
(II) The applicant shall advise the proportion of each part of a publicity material to the whole, including the proportion of the publicizing materials and advertisement for the CAEXPO, and that of the free and charged articles respectively.
(III) The time limit for examination, approval and report is temporarily stipulated for this CAEXPO.

IV) The CAEXPO Secretariat will uniformly designate the sites at which publicity materials may be distributed. No organization or individual may issue any publicity materials at site other than the designated places. No one is allowed to engage in any kind of sales at the designated sites.

V) During the CAEXPO, the CAEXPO Secretariat will handle the examination of the contents, quality and issuance of the publicity materials relating to the CAEXPO, as well as the verification of the quantities of the materials issued.

VI) Publications and publicity materials on a particular pavilion may only be issued within that exhibition halls or the booths involved.

VII) Others
(I) Presswork and audio & video publications displayed or used by foreign enterprises at the CAEXPO, as well as other advertising materials that should be verified and inspected by the Customs, may not be displayed or used until they are examined and approved by the Customs within its discretion.
(II) Exhibitors can distribute their own publicity materials (e.g., catalogue of the commodities, company profile, and instructions on the products), within their own booth(s).
 (III) At the CAEXPO, the sales of audio & video products, as well as printing materials like books and newspapers, must be in conformity with related Chinese laws, regulations and provisions. Legally published publicity materials are exempted from formalities as listed in Article 2 and 3 for examination, approval and filing for records, but may only be sold at the locations designated by the Publicity Division. Violater of the provisions will be banned immediately once convicted.


VIII. Regulations on Security
These regulations are formulated in line with relevant regulations/rules on public security of China to maintain the on-site orders of the CAEXPO, prevent accidents, and ensure the security of personnels and proporties:
I) Each theme pavilion shall organize a security team, headed by one of the leading members of the contractor of that pavilion (who is the first person to be responsible for the security of that pavilion). Meanwhile, certain number of full-time security officials shall be appointed to assist the Security Office of the CAEXPO in security and safeguard work.
II) A working mechanism concerning security shall be established, and measures on security and safeguard shall be taken based on the principle of “the one in charge is the one who is responsible for the security.” To ensure the safety of the CAEXPO, publicity and management on security must be enhanced to upgrade the security awareness of the participants.
III) All participants of the CAEXPO shall attach great importance to the security issues, conscientiously observe relevant rules and regulations, and join hands to maintain the order of the CAEXPO.
IV) Within the period from booth setup to dismantlement, everyone to access the Nanning International Convention & Exhibition Center must bear a valid pass issued by the CAEXPO, cooperate with on-site staff for security check.  Except for those being exempted from the entry/exit inspection, all participants of the CAEXPO are subject to security check and shall cooperate with the security staff in this regard. No leasing of pass to others is allowed, nor is bringing anyone without valid CAEXPO pass into exhibition halls. Violators are subject to relevant punishment in line with related rules and provisions.
V) Exhibits, samples and personal belongings must be taken good care of.  During the CAEXPO, at the closing of the exhibition halls each day, valuable articles must be put into the cabinets or safes for storage, guarded by designated personnels or kept by other efficient measures. Exhibitors shall enter exhibition halls during the entry time for exhibitors. For the safety of exhibits, it is suggested that exhibitors not withdraw from the exhibition halls before the closing of exhibition halls each day.
VI) Knives that are under control by law, or other exhibits and samples of this kind, shall be locked in the cabinets or fixed to the shelf panels, and well guarded by designated personnel(s). The quantities of these articles shall be verified each time when the exhibition is opened or closed, so as to prevent from being stolen.
VII) Only imitations of exhibit lethal toxics, inflammables, explosives and radioactive products and the alike can be displayed at the CAEXPO. Real objects of these exhibits and samples are prohibited into exhibition halls.
VIII) Decoration and construction of booths shall be conducted in accordance with the Regulations on Fire Prevention in Exhibition Halls. Exhibits shall be displayed in line with the rules and provisions concerned. Exhibits and samples may not be stored/displayed anywhere outside its own booths. Cooperation with on-site inspection team and security staff is requested.
IX) During the period of booth setup, the vehicles for transporting exhibits must, once entering the Nanning International Convention & Exhibition Center, shall park at the spots designated for temporary parking, and leave immediately after the exhibits are unloaded. While transporting the exhibits out of exhibition halls, relevant written permissions issued by the CAEXPO Secretariat are requested, and the exhibits concerned are subject to security checks by security staff.
X) Vehicles entering the Nanning International Convention & Exhibition Center shall follow the direction of the traffic control personnel, take the designated routes, and park at designated spots.
XI) During the CAEXPO, once the lost articles are found, they shall be sent to the Security Office in time, and may not be held and disposed at will.
IX. Regulations on Fire Prevention in Exhibition Halls
I) Working Mechanism on Fire Protection and Security

(I) Those who in charge of their respective pavilion(s) or booths serve as the first persons to be responsible for the fire protection of that pavilion or booth.
(II) All pavilions shall follow the Fire Protection and Control Law of the People’s Republic of China, and observe related administrative rules on fire control of the Nanning International Convention & Exhibition Center. Measures on fire prevention and control shall be adpoted based on the principle of “the one who is in charge is the one who is responsible for the task.” This working mechanism shall be enforced, and relevant inspection and administration shall be enhanced. Any problem occurred in this course must be solved promptly to eliminate the hidden perils of fire.
(III) Those who serve as the first responsible persons for the fire prevention of their respective pavilion(s) or booth shall take full responsibility in that regard.

II) Smoking is prohibited in all exhibition halls, and violators are subject to punishment in line with relevant regulations.
III) The fire passages must be unimpeded at all time.
(I) The width of the main passage of an exhibition hall must be no less than 3 meters.
(II) Displaying of exhibits and samples at any place outside the booths (such like the stairs, front room of the escalators, passages, etc.) is prohibited.  In case of violation, the articles concerned shall be confiscated, and an announcement of criticism will be issued on violators. Hanging exhibits or samples on the ceilings and facilities for fire protection, power distribution, or air conditioning is also prohibited. Violators causing damage of facilities and ill results shall make compensation for the damages, and bear the related responsibilities for any harmful effect.
(III) During booths setup and dismantlement, decorative materials, exhibits, and samples shall not be laid/stored at the entrance or on the passages of the exhibition halls, to avoid possible block of the fire passages.
(IV) The security staff is authorized to clear up the violating articles. Any damage or cost incurred thereafter shall be borne by the owner of these articles.

IV) Requirements on Fire Prevention during Decoration
Booth setup shall strictly follow relevant technical standards and regulations in the Codes for Building Decoration of China as well as the rules and provisions as follows:
(I) All decorative materials are requested to be non-flammable or fireproof materials. Any articles without flame retardant treatments are prohibited to be used in the exhibition halls, including grass, bamboo, rattan, paper, tree barks, foam materials, reed, flammable plastic panels (or multi-purpose panels), flammable carpets, cloth and wood panels, etc.
(II) Exhibitors, booth setup workers shall take good care of the fire protection facilities and appliances in the exhibition halls, so as to ensure the sound operation and good condition of these facilities.
(III) No articles shall be placed within 1.5 meters in front of the fire hydrants, lights and fire extinguishers. No blocking, enclosing, damaging or removing of the fire-fighting facilities/equipments is allowed.
(IV) Booths or decorations shall not be covered with a ceiling, so as to ensure the sound operation of the fire alarm system and the automatic spraying fire extinguishing system.
(V) All erected decorations, information counters and chairs, exhibits and samples shall not block or enclose the fire-fighting facilities, switch boxes of electrical equipments, and shall not block the passages.
(VI) Installation and use of electrical appliances, as well as design and laying of circuits and pipelines must be in conformity with China national provisions concerning fire protection techniques. Also, electrical installation must be conducted according to the Regulations on Power Safety in Exhibition Halls.
(VII) No extra lighting fixtures are allowed to be installed in the exhibition halls except pre-installed lightings and those for the key exhibition sections.
(VIII) For the key exhibition sections and the stands/stages set up by exhibitors themselves, designated electricians shall be arranged for duty services during the period of booth setup.
(IX) Upon conclusion of booth decoration, exhibitors shall make applications to the On-site Security Office for inspection. The Office will conduct inspections along with the Nanning Fire Prevention Administration. And only the booths that pass examinations and inspections are allowed to be used.
V) Entry of hazardous articles, such as inflammables and explosives, into exhibition halls is prohibited.
(I) Fireworks, gasoline, kerosene, alcohol, thinners, hydrogen, and other articles that are regarded by the security department as hazardous to the safety of exhibition halls are not allowed to enter the exhibition halls. Only imitations of the above-mentioned articles are allowed as exhibits and samples for displaying. Upon the conclusion of the CAEXPO, all chemical exhibits and samples must be cleaned up and brought out of the halls by the exhibitors concerned.
(II) Should gasoline, thinners, alcohol and other inflammable liquid, as well as the naked flame (for electric welding and gas welding) are needed for construction and mechanical operation, applications shall be submitted to the On-site Security Office for examination and approval 24 hours in advance. Upon approval, the applicants shall assign particular staff to take charge of the performance for safety.

VI) The packaging materials shall be timely cleared out of the pavilions.
Cartons, scraps of paper and other leftover of the materials used for packaging exhibits and samples, shall be timely cleared out of the halls on the same day of their arrival in the exhibition halls. It is prohibited to store the above stuffs in booths, on the top of the cabinets, or behind the wall panels.

VII) Well conduct daily clearance work prior to the closing of exhibition halls.
(I) Each day before the close of exhibition halls, exhibitors shall actively cooperate with the safety staff in the clearance work.
(II) The major tasks for clearance include:
a) Checking and clearing inflammables, fire starters and other hidden perils in the booths;
b) Cutting off the power supply of your own booth;
c) Taking good care of valuable articles and shutting the doors and windows.

These Regulations come into effect as of the date of promulgation. Any violation causing accidents or consequences will be resorted to legal liabilities in line with the Fire Protection and Control Law of China.

X. Regulations on Power Safety in Exhibition Halls


I) Administrative Departments on Power Supply
The Exhibition Administration & Customer Service Center of the CAEXPO serves as the administrator of power supply during the CAEXPO. Exhibitors of each exhibition hall, in case of need for electricity power during the period of booth setup and exhibition, are requested to provide applications to competent departments and shall be abided by the Regulations as follows.

II) Safety rules for the utilization of electrical materials, facilities and equipment during the booth setup:
(I) The electrical materials and equipment applied shall meet the China national quality standards and standards for fire prevention.
(II) The power distribution switch boxes must be equipped with a 30A earth leakage protective device.
(III) Only the ZR-BVV wire (non-flammable double plastic wire with copper core) and shield wire are allowed. The use of flexible cords and aluminum wires is prohibited.
(IV) Protective outer tubes (metal pipes, non-flammable plastic pipes) shall be used to cover wires running the pavement, the carpets and laying within decorative articles.
(V) Metallic protective pipes and metallic components shall be treated with electric spanning connection and shall be equipped with safe ground connection devices.
(VI) All electric circuits must be equipped with exclusive protective ground wire, and connected with the metallic articles that may cause creepage.
(VII) Tube lamps and quartz lamps must be protected by asbestos pads; convective radiating holes must be set within the advertising 4-sheets posters. All rectifiers for lamps and triggers used should pass quality inspection by the fire protection departments.
(VIII) A protective cover must be used for high-power lamps (e.g. iodine-tungsten lamps over 100W). Use of lamps over 500W is prohibited.
(IX) The exhibitors shall file applications for electricity supply for their booths, rather than plug in power boxes and sockets in the exhibition halls at will. To apply for the 24-hour use of power, the applicants must ensure that there is no hidden peril of malfunctions, and suitable and reliable protective switches shall be installed. Any loss caused by the power failure, either due to protective motion of the power distribution switch resulting from the malfunction of the electrical appliances, or due to the ill-functioning of the switches furnished of the exhibitors, shall be borne by the exhibitors concerned.
(X) The electrical facilities and equipment in the exhibition halls shall be well taken care of. Dragging or connecting wires with the electrical appliances without permit is not allowed. Otherwise, the convicted party will receive a power cut as punishment, and the exhibitors concerned shall be liable for any loss incurred thereafter.
(XI) Electrical appliances, circuits, switches and other power distribution facilities must be subject to the inspection of electricians appointed by the CAEXPO Secretariat. In case of any hidden peril, the exhibitors concerned shall cooperate in needed correction.

III) Regulations on Power Safety for Custom-built Booths
(I) For the booth setup, neither the use of cutting machines, electric saws nor that of paint spraying in the exhibition halls is allowed. Should it need for installing electrical appliances, the company as contractor shall be qualified, and the electricians and welders it sends must present their valid certificates of qualification. The contractors must submit applications to the Exhibition Administration &Customer Service Center of the CAEXPO by providing the certificates and documents requested. Upon undergoing relevant formality the related procedures, installation projects shall only be conducted at the electricity conjunction points designed by the CAEXPO electricians.
(II) Electrical installations for custom-built booths must be implemented in line with the verified working plans. No alternation of working plans is allowed without permission.
(III) Setup of custom-built booths must not block or cover of the lighting boxes, power boxes and telephone distribution boxes. Should it need to block the above facilities, relevant application should be submitted to the Exhibition Administration &Customer Service Center, and a 60mm-wide entrance passage must be spared for entry and exit, and a sufficient distance must be left for the sound operation of these facilities. The distance in this regard must be reasonable enough for the boxes to be opened safely, with a minimum 60mm, so that the safety check and malfunction treatment may be carried out.
IV) Regulations on Power Safety for Standard Booths
(I) It is prohibited to install or add extra lighting fixtures other than the permitted amount. The approved sockets may not be used for connecting the lighting fixtures of booths. Without permission, exhibitors are prohibited to bring electrical outlets into exhibition halls, or connect them with the electrical appliances of which the maximum capacity is restricted to 500W. Any violation in this regard is deemed as a hidden peril for the safety of electricity supply, for which the power supply for violator will be cut off, who is also liable for consequences incurred accordingly.
(II) Without permission, exhibitors are not allowed to dismantle or remove the electrical facilities and equipment installed by the CAEXPO Secretariat at the standard booths, or take them out of the exhibition halls.

V) Safety Responsibilities and On-site Duty
A guideline of “Whoever in charge is the one who is responsible for the task” must be implemented. Exhibitors and contractors shall be responsible for the safety of power supply in the booths, and strictly observe the Regulations on Power Safety in Exhibition Halls. During the CAEXPO, parties concerned shall assign the electricians to take care of the custom-built booths in shifts. A name list of the electricians on shifts shall be submitted to the On-site Security Office for records along with their phone numbers and the sites where they are on duty.

VI) Regulations on Safe Display of Electrical Appliances as Exhibits
(I) High-power electrical appliances (such as the electrical kettle, electric oven and electric iron) are prohibited. Should it need for such appliances for exhibition, the parties concerned shall submit applications for approval.
(II) In case that the exhibits, samples or facilities need for 24-hour power supply, the exhibitor, before processing the application formalities of electricity supply, shall report to the Exhibition Administration &Customer Service Center for approval before October 3, 2007. Any costs including salaries for working staff on shifts thus incurred shall be borne by the exhibitor.

VII) Regulations on Power Safety of Exhibit/Sample Arrangement
(I) The distance between installed lighting fixtures and the exhibits/samples shall be no less than 300mm.
(II) Power distribution box and sockets shall be installed at a conspicuous place for easy operation and inspection.

VIII) Punishment for Violators
(I) Where an exhibitor, without permission, dismantles or alters the lighting fixtures or circuits installed for a standard booth, or removes the lighting fixtures or power distribution box of the booth, the Customer Service Center of the CAEXPO may compel the exhibitor concerned to restore the altered part. In case of any damage or loss incurred thereafter to the lightings, circuits or power distribution boxes, the exhibitor concerned will be cited for criticism in official dispatch, and shall bear the loss thus iccurred.
(II) Concerning electrical appliances to the power facilities of the CAEXPO venue, without undergoing relevant formality for power supply, will result in being cut off of power supply, and being fined with double charges of the electricity consumed by the above electrical appliances.
(III)Those who damage electrical facilities of exhibition halls will be fined as twice as the value of the damaged facilities.
(IV) For those who do not report the actual amount of the electricity consumed, or consume more electricity than as permitted, the Customer Service Center of the CAEXPO reserves the rights for collecting from them the actual charges thus incurred. In case of any violation in this regard that seriously affects the power supply safety, the parties concerned will be warned, and even cited for criticism in official dispatch.
(V) For booth where the violation of the administration rules occurs, or the inconsistence with the safety requirements exists, and thus causes hidden perils for the safety of power supply, electricity supply will be cut off. The parties concerned must fix or dismantle the booth in question. Those who refuse to cooperate in correction will be cited for criticism in official dispatch.

(VI) In case of any accident occurring to a booth, due to the violation of relevant regulations on power supply, the parties concerned, as well as the person-in-charge appointed by the parties concerned, shall be liable for the consquences, and even be resorted to legal settlement accordingly.
