This guidebook serves to provide access for the participants and businessmen attending the China-ASEAN Exposition (hereinafter referred to as CAEXPO) to further understanding of the regulations and procedures of the inspection and quarantine on the entry and exit articles as well as personnel for the Expo. It is made in accordance with the Law of the People’s Republic of China on Import and Export Commodity Inspection, the Law of the People's Republic of China on the Entry and Exit Animal and Plant Quarantine, the Frontier Health and Quarantine Law of the People’s Republic of China and the Food Hygiene Law of the People's Republic of China, in the light of the General Administration of Quality Supervision, Inspection and Quarantine (hereinafter referred to as AQSIQ) to provide convenient services for the CAEXPO.
1.Institution of Guangxi Entry and Exit Inspection and Quarantine Bureau (hereinafter referred to as CIQ GUANGXI)
During the Exposition, we’ll arrange special passages at the entry ports respectively for cargos and guest passengers destined for the CAEXPO, to ensure them enjoy preferences and priority in inspection and quarantine. CIQ GUANGXI has set up offices at the airports of Nanning, Guilin, Beihai, at the sea ports of Beihai and Fang Cheng Gang, at the land ports of Pingxiang and Dongxing to perform their duties in the realm of their administration.
China-ASEAN Expo Secretariat has designated Sino-Tran Guangxi Company for all the affairs concerning the inspection and quarantine of the entry goods for the Expo.
2.Mode of Inspection and Quarantine, and Related Process and Diagram
2.1 Mode
After on-site check-up at the entry port, the entry goods to be displayed at the Expo will be transferred to the designated place at the exhibition center, where they will undergo the application reception process and the follow-up inspection and supervision.
An On-site Office of CIQ will be set up at Nanning International Convention and Exhibition Center (hereinafter referred to as the On-site Office of CIQ) to provide consultant service, application reception and follow-up inspection and quarantine service. The office will stay open 24 hours each day during the Expo.

3. Important Information for Inspection Application of the Entry Goods
3.1 The entry goods, including exhibits, gifts and samples, should be declared for inspection and quarantine by the exhibitor or its agent to the CIQ branch at the port of entry, and should be clarified if they would be offered for sale after the exhibition.
Related documents, e.g. List of Entry Goods, Bill of Lading, etc. together with an official confirmation for attending the Expo, should be ready to present.
3.2 The CIQ branch at the entry port will carry out, according to the nature of the articles, sensory inspection or quarantine treatment, and will issue a Release Notice or relative documents, if necessary, before releasing the goods.
3.3 When the goods arrive at the site of exhibition, the exhibitor or its agent should hand in its Application Form to the On-site Office of CIQ for follow-up inspection and quarantine.
3.4 Exhibits that are not for sale will be exempt from inspection, with the exception of heavy metals and stone materials that are subject to radioactive examination.
3.5 For the entry of animals and plants as well as their products, an official quarantine documentation of the exporting country or region should be provided, and a Certificate of Plant/Animal Quarantine Approval issued by AQSIQ or CIQ GUANGXI, or relative approval notice issued by the competent agricultural and forestry authority must be offered if the goods are subject to quarantine approval.
3.6 For prepackaged food and cosmetics that are to be sold after the Expo, an application for inspection on quality, safety and labeling should be made by the exhibitor or its agent, and the following documents should be provided:
1.sample label and its translation copy
2.if some contents such as awards, certification and specific place of origin are especially mentioned on the label, related diploma or certificate should be provided .
3. For cosmetics, a list of composition and related description will be needed.
For those prepackaged food and cosmetics which have been granted with a Certificate of Import-Export Food /Cosmetics Labeling Verification issued by AQSIQ, the above- mentioned documents can be skipped, and the said Certificate in duplicate should be presented.
3.7 For the entry of special stuffs such as biotic and its products, blood and its products, Sanitary Approval Certificates of Special Articles issued by CIQ GUANGXI should be submitted.
3.8 Goods with wooden packing should have undergone quarantine disinfection treatment and been attached with special labels under the supervision of the competent quarantine authority of the export country/region, according to the provisions of International Plant Protection Convention (IPPC). The method of such treatment and labeling should comply with those prescribed and promulgated by AQSIQ.
3.9 To accelerate the customs flow, a beforehand declaration is acceptable. As soon as the goods arrive at the entry port, they will be briefly checked up and released for entry immediately.
3.10 All exhibits for the Expo will be exempt from inspection/quarantine or supervision fees and sterilizing treatment expenses.
4. Restriction on Articles Assigned for the Expo
4.1The following articles are not allowed for entry:
Zoopathogen and phytopathogen (including germs and virus); harmful insects and other harmful biotic; dead animal body; soil; animals and plants as well as their products from epizootic countries and regions. The catalogue of such articles can be found on the column of Quarantine on Animals and Plants included on the website of AQSIQ at http://www.aqsiq.gov.cn.
4.2 Regulations on Quarantine Approval for the Entry of Animals and Plants as well as their products
4.2.1 The following animals and plants as well as their products are subject to quarantine approval for entry by CIQ GUANGXI before shipment:
----Animals and the related products:
a. Ornamental fish
b. Edible products of animal origin
c. Silkworm cocoon, raw pearls
----Plants and their products:
a. Fruit and vegetables: fresh fruit, tomatoes, aubergines (eggplants), fruits of the genus Capsicum
b. Cereals: barley, rye, oats, grain sorghum as well as their products of the milling industry such as malt, etc.
c. Leguminous vegetables: green bean, peas, red bean, broad bean, peak bean, etc.
d. Potatoes, manioc, sweet potatoes, etc.
e. Feedings: wheat bran, bean cake, bean dregs
4.2.2 The following seeds, nursery stocks and other propagation materials are subject to quarantine approval for entry by the competent agricultural and forestry authorities of Guangxi.
Plants or parts of plants, of a kind used for propagation (cultivated or natural: plants), nursery stocks (including test-tube stocks), fruits, seeds, stocks, cions, cuttings, foliages, gemmas, tuberous roots, tuberous stems, bulbs, crowns, pollen and cellular media.
4.2.3 The following products are exempt from quarantine approval:
Animal products: hides (dried or wet), tanned skins, washed feather and down, washed hair, carbonized hair; crustaceans, aquatic products, honey products, egg products (excluding fresh eggs), dairy products (excluding fresh milk), cooked meat (i.e. sausage, ham, canned meat, animal fat and oil refined with high temperature, etc.)
Other animal products excluded from the above mentioned ones are subject to declaration to CIQ GUANGXI for quarantine approval for entry by AQSIQ.
4.2.4 With regard to exhibits for quarantine approval, related application should be submitted to CIQ GUANGXI at least 7 working days before shipment. The exhibitor or its agent should provide a list of the exhibits for the Expo, together with an official confirmation for attending the Expo. In case the application for quarantine approval has not been submitted before shipment, a retrospective procedure at the time of entry will be needed.
4.3 Verification of Health and Quarantine for Special Articles
For special articles such as microorganism, biotic products, blood and its products and tissue of human body, etc., the exhibitor or its agent should apply for verification of health and quarantine before entry. The application should be submitted to CIQ GUANGXI at least 7 working days before shipment, accompanied by a Certificate of Entry Permit for Special Articles for Medical Usage issued by the provincial government authority.
4.4 Record Approval by CNCA for Products Subjected to China Compulsory Certification (CCC)
The following products without a CCC certificate need to go through record approval procedures when they are assigned for sale after exhibition:
Cables, switches and electrical apparatus for switching or protecting electrical circuits, or for connecting to circuits; low voltage electrical appliances; low power motors; electrical tools; welding apparatus; appliances used for domestic purposes; electric sound and visual apparatus; information technique devices; lightening devices; telecommunication terminals; motor vehicles and their safety accessories, parts and spare parts of vehicles, tires of vehicle, safety glass; agricultural machinery; latex products; medical appliances; fire preventing articles; safe technique protection products; decorating materials; toys, wireless internal network devices
For detailed information and the complete catalogue, please refer to the website of http://www.cnca.gov.com/, or the Official Notice No.33 (2001), No.60 (2002), No.6 (2004), No.62 (2004), No.3 (2005), No.137 (2005), No.198 (2005), No.103 (2006) by AQSIQ and Certification and Accreditation Administration of the People's Republic of China (hereinafter referred to as CNCA).
The application for record approval by CNCA should be submitted to CIQ GUANGXI at least 7 working days before shipment. The exhibitor or its agent should provide necessary official confirmation for attending the Expo, together with Product Qualification Certificate issued by manufacturer and Safety Certificate issued by competent inspection authority of the manufacturer’s country. A written declaration made by the manufacturer stating that it will be responsible for all the safety problems occurred during the exhibition is also needed. Quantity declared should be of exhibit permission. In case the application for record approval has not been submitted before shipment, a retrospective procedure at the time of entry will be needed.
Application for motor vehicles for sale subject to permission by CNCA should be submitted to CIQ GUANGXI. Without permission by CNCA, CIQ GUANGXI will accept no declaration of motor vehicles for exhibition.
5. The Handling of Entry Goods after the Expo
5.1 For General Products
For articles assigned for sale after the expo, the exhibitor or its agent should fill in the Application Form for Entry Inspection and provide related documents issued by the On-Site Office of CIQ or CIQ GUANGXI branch at the entry port. No sale will be permitted without a qualification conclusion; for goods that will be dispatched back after the Expo, an Application Form for Exit Inspection should be completed, accompanied by relevant documents, and the goods will be released with a Release Notice issued by CIQ GUANGXI.
5.2 For Animals and Plants and Related Products
Normally products of this kind should be shipped back to where they come from or be destroyed after the Expo. At the request of the exhibitor or its agent, they can be reserved with the permission of CIQ GUANGXI, who gives no permission without a qualification conclusion upon inspection or quarantine. The unqualified products will be disinfected or destroyed.
5.3 For Prepackaged Food and Cosmetics
For prepackaged food and cosmetics destined for sale after the Expo, the exhibitor or its agent should apply for quality, safety and labeling inspection at entry application. No sale will be permitted without a qualification conclusion. All the food and cosmetics that have been proved unqualified upon inspection will be destroyed or shipped back, or subject to technical treatment after the Expo.
5.4 For Goods Listed in the Catalogue of China Compulsory Certification(CCC)
For Goods listed in the Catalogue of China Compulsory Certification, only those having been granted with a CCC certificate, sealed with a CCC certification mark and undergone record approval can be sold after the Expo. For those without a CCC Certificate or a record approval, no sale in China will be permitted, and they will be shipped back or destroyed after the Expo.

If you become ill with one of those symptoms of fever, shiver, cough, difficulty in breathing, diarrhea and vomiting, or suffer from infectious disease or mental disease, please make an oral declaration to the CIQ officer and be ready for inspection and quarantine.
7. Administration Rules on Inspection and Quarantine on Articles Carried by Entering/Exiting Passengers
Exhibits carried by entering passengers should be in accordance with related administration rules on exhibits. Detailed information in this regard will be released by CIQ GUANGXI at entry ports and on the website of China-ASEAN Expo Secretariat at http://www.caexpo.org. According to the “Rules and Regulations on Articles Carried by Entering/Exiting Passengers” in Official Notice No.56 released by AQSIQ:
7.1The following articles are prohibited from being carried into China:
1. Human blood and its products (excluding human blood serum albumin);
2. Fruits, peppers, eggplant and tomatoes;
3. Animal carcasses and specimens;
4. Soil;
5.Pathogenic micro-organisms of animals and plants, pests and other harmful organisms;
6. Live animals (except cats and dogs as pet) and genetic materials including semen, zygotes and embryos;
7. Eggs, raw hides and skin, hair, hoofs, fat or oil, animal meat (including viscera) and its products, fresh milk, cheese, butter, cream, whey powder, silkworm chrysalis, silkworm eggs, animal blood and its products, and aquatic animal products;
8. Genetically modified organisms;
9. Waste and used clothes.
If you carry any of the above-mentioned articles, please hand them over to the CIQ officers.
7.2The following articles are allowed for entry only after mandatory quarantine by CIQ:
1、Seeds,nursery stocks and other propagation materials, tobacco leaves, cereals, and beans. All the above articles require pre-entry quarantine permit;
2、Fresh flowers,cut flowers and dry flowers;
3、Plant samples,exhibits and specimens;
4、Nuts,dried vegetables,pickled Vegetables and frozen vegetables;
5、Bamboo,rattan,willow,straw and wooden handcrafts;
6、Pets including cats and dogs (Each passenger is allowed to carry one pet only,with rabies vaccination certificate and health certificate issued by the competent quarantine authorities of the departing country or region.Pets are required to be quarantined in the designated area by the quarantine authorities for 30 days upon entry.)
7. Human blood and the related products,micro-organism, human tissues and bio-products.All these need special permit.
If you carry any of the above-mentioned articles,please make an oral declaration to the officer of Inspection and Quarantine authority and be ready for quarantine.
8. Legal Liabilities and Relevant Interpretation
8.1 Anyone who intentionally provides false information on articles, or escapes intentionally from inspection and quarantine procedures, which causes serious consequences such as the spread of epidemic diseases, shall be held liable according to the relevant laws and regulations of inspection and quarantine. CIQ GUANGXI officials must stick firmly to their duties. Those who violate the laws and regulations and /or neglect their duties shall be charged with administrative punishment, or with criminal sanction if they convict a crime.
8.2 CIQ GUANGXI has the discretion to provide for final interpretation of this Guidebook.
