Building a Digital Silk Road and Sharing the Digital Economy The 3rd China-ASEAN Information Harbor Forum was held in Nanning, Guangxi

On the afternoon of September 12, the third China-ASEAN Information Harbor Forum was held in Nanning, Guangxi. More than 500 participants such as government officials, enterprise elites, business leaders, experts and scholars from China, the United States, India and ASEAN countries attended the main forum to discuss cooperation and development by centering the theme of " Building a Digital Silk Road and Sharing the Digital Economy". The Forum was jointly organized by the Cyberspace Administration of China, the National Development and Reform Commission, the Ministry of Industry and Information Technology, and the People's Government of Guangxi Zhuang Autonomous Region.
It includes one main forum and nine sub-forums (including Network-based Humanities Development Forum, 5G Technology and Application Forum, Satellite Application Industry Cooperation Forum, E-Commerce Forum, Digital Economy Forum, Digital Silk Road Industry Cooperation Forum, Smart City Forum, New Generation Information Technology Industry Innovation and Development Forum, and Huawei Global Logistics Summit) that were held from September 11 to 19, 2018 in three cities of Nanning, Guilin and Beihai. It attracted a total of more than 2,000 delegates and guests to attend, and the number of participants and scale of activities reached a record high.
The forum focused on highlighting its regional and international characteristics, enriching the events it held, and renovating its organizing form, striving to create an "upgraded version". The forum’s discussion is closely centered on the topics of jointly consulting, building and sharing the China-ASEAN Information Harbor, and building five platforms of network infrastructure, technical cooperation, economic and trade services, information sharing and humanities exchanges between China and ASEAN countries to promote policy communication, facility connectivity, smooth trade, financial communication and peoples’ communication.
During the forum, two demonstrations of the 5G technologies and applications and the digital economic technologies and applications were held to showcase the most innovative and representative 5G technologies and applications that can be touched, interacted and experienced by the viewers, allowing them to fully appreciate and enjoy the earth-shaking changes brought about by integration of the 5G with traditional industries such as household products, automobile and production.
Mr. Chen Wu, chairman of the Guangxi Zhuang Autonomous Region, pointed out in his speech that the current information harbor forum focused on the 5G technologies and applications, satellite navigation application industry cooperation, digital silk road industry cooperation, smart city, intelligent terminal manufacturing and other fields to promote deeper and broader high-end dialogue and cooperation, and it will further stimulate the great potential of China-ASEAN to jointly develop the digital economy and jointly build the "Digital Silk Road."
Since it was officially launched on the 12th China-ASEAN Expo in 2015, the China-ASEAN Information Harbor Forum has served as a platform for dialogue and exchanges to enhance the mutual trust between China and ASEAN countries and to build an important consensus on information harbor construction. It plays a positive role in promoting the information harbor from a vision to become the reality.
In recent years, China-ASEAN all-round cooperation has been deepened and broadened, and digitalization has become a key area of cooperation between the two sides. Guangxi actively promotes cooperation and exchanges with the ASEAN countries in the field of digital economy. By the end of 2017, China Unicom has established a regional gateway of international communication in Nanning for ASEAN countries. Three international communication submarine cables, namely, Asia-Europe No.5, Asia-Pacific Direct and Asia-Africa-Europe No.1, have all been completed and put into use. The communication hub of China-ASEAN Information Harbor has taken shape, and the construction of the cross-border economic cooperation zone between China’s Dongxing City and Vietnam’s Mang Street and the China-ASEAN Network Audio-Visual Industry Base have made major breakthroughs. In addition, the China-ASEAN cross-border currency settlement sub-platform has been completed and put into use by border traders. Guangxi plays an increasingly important role in the two-way exchange and cooperation between China and the ASEAN digital economies.
At present, the curtain of the digital revolution has been opened. Guangxi has followed the development trend and actively seized the new highland in the digital field, opening a new chapter in the construction of the China-ASEAN Information Harbor. In the next step, Guangxi will focus on construction of digital government, digital economy, digital society and digital infrastructure, and by adhering to the concepts of “consultation, co-building and sharing”, strive to build the province as an important portal of the new digital highland and the digitalized silk road that facilitate ASEAN cooperation, and promote exchanges and cooperation in the digital economy with ASEAN countries to a new level.
