The Production Capacity and Investment Cooperation Forum Among Lancang-Mekong Countries was Held in Nanning

On September 13, 2018, the Production Capacity and Investment Cooperation Forum Among Lancang-Mekong Countries was grandly held in Nanning. As one of the events of the 15th China-ASEAN Expo International Production Capacity and Equipment Manufacturing Cooperation, this Forum was co-sponsored by the National Development and Reform Commission of China, the Ministry of Foreign Affairs of China and Guangxi Zhuang Autonomous Region People’s Government, and organized by the International Cooperation Center of National Development and Reform Commission of China, Guangxi Zhuang Autonomous Region Development and Reform Commission, the Overseas Chinese Affairs Office of Guangxi Zhuang Autonomous Region, the Department of Commerce of Guangxi Zhuang Autonomous Region and Guangxi International Expo Affairs Bureau. With the theme of “Deepening Production Capacity Cooperation and Promoting Common Development”, the Forum aims to build a platform for production capacity and investment cooperation among the Lancang-Mekong (LMC) countries. Nearly 300 delegates from government departments, industry associations, research institutions, financial institutions, enterprises and media from the six LMC countries participated in the Forum. Ning Jizhe, Deputy Director of the National Development and Reform Commission of China and Director of the National Bureau of Statistics, Lan Tianli, Chairman of the CPPCC of Guangxi Zhuang Autonomous Region, Camp Jane·Von Thorburn, Deputy Minister of the Ministry of Planning and Investment of Laos, Song Suken, Deputy Secretary of State of the Ministry of Foreign Affairs and International Cooperation of Cambodia, Vilasa·Dakung, Deputy Minister of the Ministry of Foreign Affairs of Thailand, Du Aye Aye Wen, Director of the Industrial Supervision and Inspection Bureau of the Ministry of Industry of Burma, and Ruan Funan, Deputy Director of the Division of Asian and African Markets of the Ministry of Industry and Trade of Vietnam attended and addressed the Forum.
Ning Jizhe pointed out that, after the Sanya Declaration was released in the first leaders’ meeting of Lancang-Mekong cooperation in 2016, the six LMC countries jointly issued the Joint Statement on Production Capacity Cooperation Among Lancang-Mekong Countries and established the mechanism of the joint working group on production capacity cooperation. At present, they are making efforts to formulate a three-year plan of action on production capacity, form an alliance for production capacity and investment cooperation, carry out multi-country and multi-park cooperation, and establish a LMC fund for production capacity cooperation. The multilateral production capacity cooperation among LMC countries has gradually turned from common will into concrete actions and practical results. In recent years, in line with the concept of “The Belt and Road”, China has adhered to the concept of “innovation, coordination, green, openness, and sharing” to carry out international production capacity cooperation with nearly 40 countries around the world on the principles of “enterprise as the main body, market orientation, business operation and international practice”. Among them, the bilateral and multilateral international cooperation on production capacity with LMC countries is a unique, dynamic and fruitful practice. Through the joint efforts of the LMC countries, LMC has become a dynamic and effective cooperation mechanism in the region, a highlight of cooperation between China and ASEAN countries and a model of south-south cooperation. Ning Jizhe said that in the current situation, it is of great practical significance and positive effect to adapt to the complicated and changeable world economic situation, consolidate and improve the stability of the economic recovery and growth of LMC countries, promote regional economic development and boost world economic recovery through further deepening of the international production capacity and investment cooperation among LMC countries. The six countries’ resource endowments and industrial development are highly complementary. It will effectively promote the sustainable economic and social development of all countries and help them realize their development plans and strategic visions by promoting infrastructure construction, traditional industrial transformation and high-tech industry development, advancing the transformation and upgrading of industrial structure, facilitating trade, investment and technology exchange via cooperation. Ning Jizhe said that the Lancang-Mekong basin is one of the regions with the fastest economic growth and the best development prospect in the world. The cooperation in production capacity and investment has huge potential and good prospects. He shared four points of opinion on the pragmatic promotion of production capacity cooperation under the framework of “The Belt and Road”: first, always uphold the spirit of the Silk Road “peace and cooperation, openness and inclusiveness, mutual learning and mutual benefit”; second, always follow the cooperative principle of “consultation, contribution and shared benefits”; third, always highlight the pragmatic feature that “the LMC is not a talk shop but action-oriented”; fourth, always adhere to the policy direction of improving the investment and business environment and raising the quality of cooperation. Finally, Ning Jizhe said that the cooperation in production capacity has entered an important stage of pragmatic deepening and quality and efficiency improvement. All countries should join hands to seize development opportunities, jointly address difficulties and challenges, give full play to the role of the LMC mechanism on production capacity, deepen LMC on production capacity, promote sustainable economic and social development in the Lancang-Mekong region, and bring benefits to people of all countries.
Lan Tianli made a speech on behalf of the host, Guangxi Zhuang Autonomous Region People’s Government, and welcomed the delegations’ participation in the Forum. He said that this Forum is a concrete action to implement the LMC mechanism, which has strongly promoted the China-ASEAN strategic partnership, especially the continuous expansion of LMC. He also said that in the new era, Guangxi will thoroughly implement the new mission granted by the central government of building an international corridor oriented towards ASEAN, creating a new strategic fulcrum for the open development of southwest and mid-south regions, and forming the “three major positioning” of “the Belt and Road” to organically connect important portals. Under the guidance of the LMC Five-Year Plan of Action, Guangxi will take part in LMC in a broader vision, at a higher level and with more efforts to achieve mutual benefit and win-win results. Finally, he proposed four suggestions for strengthening the production capacity and investment cooperation between Guangxi and the Mekong countries: first, strengthen industrial cooperation docking; second, promote the implementation of major projects; third, strengthen the construction of cooperation platforms; fourth, improve service guarantee measures.
In the speech, representatives of Mekong countries expressed their support for production capacity cooperation among the LMC countries, affirmed the positive role of production capacity cooperation among the LMC countries in promoting regional economic development, introduced the economic development status and industrial development needs of their respective countries, and put forward their opinions and suggestions on the next step of cooperation. Relevant representatives from Cambodian Development Council, the Ministry of Industry and Trade of Laos, the Ministry of Foreign Affairs of Thailand, and the International Cooperation Center of the National Development and Reform Commission of China, China General Technology (Group) Holding Co., Ltd., China Southern Power Grid Co., Ltd., Industrial and Commercial Bank of China and other organizations, enterprises and financial institutions spoke at the Forum.
