ASEAN is the key region in the Chinese construction of the “21st Century Maritime Silk Road” and the region which borders with and faces ASEAN is the Pan-PRD region. A report released on September 16 by Guangdong CPPCC said that Guangdong should actively make suggestions to the central government to promote Pan-PRD Regional Cooperation as a national strategy and bring it into the important regional development planning and enhance the construction of an upgraded version of China-ASEAN FTA through Pan-PRD in-depth cooperation.
At the same time, in view of the location of Guangdong in the Pan-PRD regional cooperation as well as cooperation between ASEAN and China, Guangdong should make suggestions to the central government to establish the headquarter of Asia infrastructure investment bank in Guangzhou.
On September 16, the Standing Committee of the Guangdong CPPCC held a meeting with the theme of promoting the construction of the “21st Century Maritime Silk Road”. The provincial CPPCC Chairman Zhu Mingguo, vice governor Li Chunsheng and other leaders attended the meeting and the report released in it stated that the co-construction of the “21st Century Maritime Silk Road” should be taken as an important issue in Pan-PRD regional cooperation.
The report gave suggestions that Guangdong should strengthen the cooperation with the key countries like Indonesia, Malaysia, Thailand, India, Iran, Egypt, South Africa, etc., which have large economies, high dependence on foreign trade and complementarities with Guangdong, thus to strengthen the important leading role of Guangdong. In addition, Guangdong can select Singapore, Jakarta, Dubai and other places as the strategic pivots so as to establish trade representatives as well as financial and information services.
The report also suggested that Guangdong may actively make suggestions to the central government to establish a free trade zone involving Guangdong, Hong Kong and Macau, in order to integrate the resources in these regions and promote industrial restructuring and upgrading of the PRD; to further take advantage of Hong Kong, Macao and the PRD in finance, shipping, high-end services and high-tech industries, attract high-end investments under the FTA framework, build industry highlands and make the FTA become a strategic platform which radiates the countries along the “21st Century Maritime Silk Road”.
The report mentioned that Guangdong should encourage its qualified enterprises to invest and set up factories along the “Marine Silk Road”. It also recommended the Guangdong Provincial Government to cooperate with State Development Bank and other financial institutions so as establish the "21st Century Maritime Silk Road Construction Fund", which will be mainly used to support the organization of exhibitions, “going out” of key enterprises and cultural exchanges.
Li Chunsheng, vice governor of Guangdong Province, said at the meeting that Guangdong would strive to take leading role in the Chinese construction of the “21 21st Century Maritime Silk Road”, focus on expanding of the trade cooperation scale, speed up the pace of investment cooperation, enhance social and cultural exchanges, give play to ethnic Chinese and overseas Chinese and strengthen regional economic and trade cooperation.
